Charged Volley appearance rate

I've made dozens of runs with the bow, but still didn't receive Charged Volley to and thus can't complete the prophecy. Does it have any requirements? I mean, using specific aspect or selecting a specific boon before you get the Charged Volley in the list of offered boons.

Won't show up when you use Aspect of Chiron or Rama. Also can't be combined with Relentless Volley.

oh, god! How we even supposed to figure this out? I mean, the only good aspect is Chiron, others are garbage. I didn't even try to play with other aspects :-(
