If you look at the boon lists in the codex, the legendary boons will be specifically labeled as either "legendary" or "duo".
So, three reasons this is not a no-brainer:
1. God's Pride has a higher maximum level; it caps out at 20%, while God's Legacy caps out at 10%
2. Legendary boons all have prerequisites. If you don't meet the prerequisites for any of a god's legendary boons, then your chance of a legendary is zero, no matter how many bonuses you have. But it's always possible to get epic boons.
3. In some cases, it is arguable whether a specific legendary boon is actually good. For instance, I don't like the Demeter/Aphrodite duo boon.
Getting an epic on one of the attack types early on can make your run super easy.
So "by default" the epic one is actually better because it will always apply, while legendaries/duos are conditional
