For example, a common Demeter attack boon might start with 40% attack (1.0 multiplier) and reach 80% at level 3, but an epic Demeter attack boon might have a 2.0 multiplier and start at 80% and would be over 100% at level 3.
You could upgrade rarity on two boons, or level on 4 boons. Level is a small increase, rarity is worth more. But the greatest option, if you can stand it, is to accept higher rarity on 3 future boons. Given that boon acquisition is a process of elimination, there's a decent chance that the coming boons are going to be better than what you've seen so far, and they're going to be even more effective now.
But that's not always the choice. Sometimes you'll have excellent boons already, and if you only have a few boons and they're already great then you might as well rank them up: "a bird in the hand..." etc. If they mesh really well with your weapon's aspect, so much the better. But if you have a lot of boons and only two of them are really good, it's a gamble as to whether the game will pick the 'right' two. You might waste Eurydice's gift on boons that you end up jettisoning down the line anyway.
Hence, rarity also better in that situation I suppose?
Increase rarity if you have few good boons with low rarity.
Increase level ig you have good boons with high rarity
Increase future boons if you don't have a boon setup you think will carry you yet.
I'd change this a bit:
Increase rarity if you have few, but good boons.
Increase level if you have many boons including all boons for A/S/C/D/C.
Increase future boons otherwise. (This is most often the case in mid-Asphodel)
