Rod of Fishing Missing from House Contractor

Hi friends and fellow gamers,

I have beaten the hydra multiple times now, and am currently holding two diamonds, but I can't find the rod of fishing from the house contractor. Have you encountered this situation? What should I do to get the fishing rod?

Fountain Chamber, Tartarus
Fated List of Minor Prophecies

Is that so? I thought fishing rod can be attained early in the game. So it comes much later?
