It basically has two upgrades and increases all damage taken by the target. Damage values are: 25% / 50% increase which is... definitely not negligible.
The stun isn't really a persistent status so to speak. Just like how the thrust from the sword knocking foes away doesn't qualify as a status in the game. Slowed effects usually come from a status itself, rather than being a status. Poison can slow, but that's an effect of poison, the status is poison.
If it has a keyword, it's safe to assume it counts as a status for Privileged Status.
