Basically the bobber can do one of two things while in the water; dip down slightly (nibble, fake out)... and then fully submerge (proper bite)... it can do up to three nibbles before biting down during a run, and possibly more when duo-fishing at the Crossroads. To catch the fish, you need to press the button shown onscreen when it does it's bite
In not so many words; fishing is a reaction based minigame that does sometimes try to fake you out. There is a longer version of the minigame, which is reserved for Duo fishing at the Crossroads; this version can have more fake out attempts than the standard version you'd otherwise play during a run.

Really glad they added the cat to get rid of this annoying mini-game.
Bones are great for getting moon dust and maintaining supply of nectar. Actually better to get a bone reward (50 bones) than a nectar as the nectar only costs 30 bones.
