How exactly do I unlock this little menu, in which I can look up all the boons in the middle of a run? I know there's something to do with surface runs, but I've completed a plenty of them at this point. Any tip?

It's a cauldron unlock. The potentially tricky part of the recipe are the poppies, which have to be grown from seeds you find in Tartarus. Easier to get now with the gathering changes, but there's still not that many chances for a dig spot to show up down there. The other not-common ingredient is the drop from a surface boss, need two of them.
