Version 0.9xxx implies 90% done. If you wanna be cynical could say 75-80%, but certainly more than half done.
That said, the point stands. Game cannot be 100% completed until the full 1.0 release.
And it's not like OP could possibly know that's one of the things that are unfinished.
That's not how versioning works.

I assume if/when we're able to save the family the hearts will open up. But the story is probably like 60% in place if even that.
