Poseidon legendary Boon not dropping

Hey guys i have wave strike, wave flourish, slippery slope, and crashing wave. I've also gotten his boon three times while having the required boons above and it's not dropping the legendary. is it a bug or only a % chance to drop still?

Take the combined blessing arcana and keep trying

legendary boons have ridiculously low chances to appear in my experience. There's a Fear effect that makes it so every time you choose a boon, the two you did not choose get removed from the pool. If you are careful (rerolls help), you can guarantee the legendary that way

Still only a % chance, like with Duo boons where even if you meet the requirements for both gods, the duo boon might not drop. The boon pool is fairly big, so even if you meet the requirements you may require multiple rerolls, but I have had Poseidons legendary multiple times both before Patch 1 and after. All of the legendary boons can drop, just a matter of luck (and / or rerolls).
