We can't know for sure which ones will be romanceable.
Moros, Icarus and Eris are almost sure things. Maybe Nemesis and Artemis.
Same sex happened in Hades 1 and surely will happen in Hades 2 as well.
After you max out gifts and progress, Nem confronts Moros at his spot in the Crossroads, they both admit to having a crush on Mel. Initially they appear to be competing with one another, but Mel doesn't like this notion.
We'll see if I'm wrong in the final release, but it's strongly implied Mel doesn't necessarily want to be monogamous. Girl is gonna keep those options open
Also we can't rule out the possibility of NPCs having a relationship between themselves.
We had Orpheu & Euridice and Achilles & Patroclus on the first game.
Maybe we may see a couple of NPC couples in Hades 2 as well.

Oh yeah you're right, Circe and Odysseus have a history together as well, I dunno if that will reoccur, sounds like it was an old flame. It's also implied Nem and Artemis share a history, too.

Icarus also likes Frinos a lot, he says some encouraging things to him. Boy knows what to say to a lady who loves her frog.
It's funny you posted this, I was thinking about this as well.
I can't prove it (yet), but I'm curious if Mel's dialogue & interactions with Nem DO change as their bond deepens. I think it does, but I have no real proof yet, only speculation. My experience could just be RNG.
For example:
My Nem has a maxed out bond (or as far as it can go), she hasn't competed with Mel for coins in a long time. When Nem meets Mel and they have a rivalry, competing for coins makes sense.
But as their bond deepens, did SGG reduce the likelihood of the scripted event "fight with Nem for coins," perhaps?
At max bond, if Nem bumps into Mel in the Underworld, it's to share an item, usually the Centaur Heart upgrade, for free. Or she'll offer to sell/buy an item, like a Boon.

Or I get the "test of strength" mini-game where you hit one another. Yikes, this relationship is already toxic and it hasn't even started yet.

I can't stand her either. Also I don't like muscly girls, but if AT LEAST she was nice I could start seeing some beauty in her. But no. I can't.
Hope Mel opens her eyes and keeps away from Nemesis.
It feels weird to me that Mel seems to have a better relationship and better chemistry with Eris, the character that hinders you and literally fights you to the death, and Moros, the embodiment of doom itself, than the person who's supposed to help her.
Yeah, I feel like they're trying to make her like Than in the first game where you compete as a way for them to get away with helping you, but at least Than was pretty up front with his feelings and intentions and didn't hit you for it. Or break your door options if you stick around too long.
The probable women love interests (Nemesis and Eris) openly antagonize Mel, just like Meg confronted Zag.
While the men (Moros and Icarus) do actually colaborate with Mel. Now, Thanatos did have some unresolved issues with Zag, but he still tried in his own way to be helpful.
Anyway, I find Nem and Eris interactions funnier than the other two. At least Icarus I find... don't know the word in english. Heartwarming? Cute?
That said, whatever. Is there is romance, there is. If there isn't, there isn't. Not a main thing of either Hades.
