Why is the Eagle helping Prometheus instead of eating his liver?

Can't he do both? Animals tend to get attached to their feeders.
Prometheus makes some comment (I don't recall exactly) that the eagle was also forced into the situation. So over the course of however many years (or centuries) of both of them being stuck in this cycle, they formed a bond. So when freedom came along the eagle was also down for effing up some haughty gods.

yeah, eating liver once a day, for a thousand years, doesn't sound too great
