Seeds and plants

I have a lot (and I mean a LOT) of seeds, I can't seem to plant.
I can plant some but others seem to be locked without any logic.
For example I have planted cattail's seed I have found in a run, but can't plant the one I have bought. Seems strange

Anyone have an explanation ?

If the seed has a black background, then this is the amount of the final resource in your inventory (at least I think so, I haven’t checked for sure)

i got the same situation. does that mean I cannot plant too?
