I used the salt 2 times very long ago, and since then noone wants to swim with me anymore bath salt option is inactive in the gifts menu. Why is that so?

I think bath salts are mostly a 1 time gift to progress the relationships similar to ambrosia from the first game if i'm remembering that correctly.

To my understanding, they are used to advance 12 "units of time".

Once you unlock the codex relationship entries for characters you can clearly see that some hearts have bath salts on them which means you need to gift them bath salt in order to further progress with your relationship with the said character.

So it could be that those scenes are unique and you can't do them again (I haven't tried yet to do it multiple times on same characters so can't say for sure).

As far as i played i took a bath with:
Eris, Hecate (twice), Ulyss, Moros, and Dora.
I'm trying to figure it out how can i take a bath with Nemesis but she still locked.

You'll just need to use the Book of Shadow to figure it out when you can use salt.

Yeah the gifting and such doesn't seem to be fully implemented yet which doesn't surprise me in an EA game.

A lot of the hearts can't even be achieved yet either so =)
