I believe it has something to do with your aspect on your weapon. See if it goes away/comes back when changing aspect. If the aspect has a buff of some kind, it's probably that.

That is the meter for Serenity filling up in the aspect of Melinoe on the staff I think

On a similar note - using the Aspect of Thanatos axe, there's a similar/same icon for building up the +% Critical bonus as you hit with omega moves, with a little semicircular meter that fills up as you reach the current cap (based on the aspect's rank level). In this screenshot it's the glowing blue line that goes around probably 80% of the top of the icon's edge, ignoring the glowing starburst portion.
