Look if someone has a real sudden emergency that is important enough to not have the time to alt tab then I think 'losing a run of Hades II' isn't exactly the most pressing issue at hand. alt tabbing is a very real option for anything else that isn't a life or death emergency.
At worst this can be a huge frustration and makes the game less accessible.
Little upside and a lot of potential downside to leaving this "feature" in.
When something comes up and you try to pause only for it to not work and the game to start yelling at you, it doesn't make for a fun experience. It's the first truly frustrating thing I've encountered in an otherwise enjoyable game. Remove this please.
Another thing that makes this all too apparent that it's intentional... is unfortunately a spoiler... but for those who don't care, read the below field.
After experiencing his power to stop you from pausing, you secretly get the incantation "Power To Pause And Reflect", which will allow you to suppress it, returning your ability to pause against Chronos. However, this incantation requires three doses of his Z-Sand material, so you'll have to deal with it for at least that many times first... but the fact that this incantation exists is proof positive that this was intentional design
Pausing a video game shouldn't be limited to "emergencies"
I personally have a job that involves being on call for long stretches of time, where I have significant downtime but need to be available. Most things can be resolved in a phone call that's less than five minutes. It's not an emergency when I need to answer my phone, but I do need to do it.
Similar to OP, I doubt his situation with his dog could really be classified as an emergency, but it's still a pet owner's responsibility to see what's bothering the dog so much.
Needing to pause a video game is just part of having responsibilities in life.

Yes, obviously it was made that way intentionally, but I would say it's bad design. It's messing with the established game UI and causing player frustration for a minor joke.
I mean, why not just make it so when you lose to Chronos he rolls back progress on your entire save file? Of course the Titan of Time would want that.
Like it's gotten to the point where I've actually decided to NOT do the thing on purpose... at least until I can also do the currently impossible incantation (my reasoning is that I think it'd be more thematically appropriate to let him think his abilities cannot be suppressed until the final moments of the main story), and just annoy him occasionally during the fight instead.
If nothing else... I did discover that you can pause just before the pre-fight banter, so you do have an opportunity to take a moment for important business before you dedicate your time fully into the fight.
