I don't know if there's something I'm missing or forgetting about the 'why' of it all, but that's my rough understanding of the matter.
The more specifics of this of course seem to be one of the many story lines not fully implemented. Could be a little bit a both explanations.
The out-of-game reason is because there wouldn't be a game if Chronos could just timefreeze you and win instantly. That's why you can't fight Homer too, he narrates Zagreus's or Melinoe's failure and they fail. There has to be room for the player to, y'know, *play*. And if any game boss could permanently stop the player from being able to affect the game, then there's no point to playing the game since your avatar cannot do anything.
