I swear I've seen a couple of screenshots of Cerberus being missing in Tartarus for you to be able to talk to Bouldy though?

As far as I know, it just happens sometimes. I have seen it twice in >120 runs. I don't think I had done anything special to trigger it on those runs.

Yes, keep grinding and at some point Cerberus is gonna disappear. Some people say high level of Fear is required, but I'm not sure about that and don't remember which level of Fear I had in the run where Cerberus was missing.

I think it's just random. With around 150 runs I've met Bouldy three times only.

Its a random event where Cerberus simply isnt present and on mission for Hades.

I am sure I got that event at 0 fear so I don't think that's related.
