Sanoba Witch has the 18+ patch available through Steam, so god knows what'll happen. Just depends on who's working the system Valve's end at any given time.

Who is doing the controlling only matters when the game itself is being controlled (without 18+ content). 18+ patches are pretty much not allowed on Steam anymore because of the usual highschool setting in VNs.

Well, there was a time that Valve said they were not a taste police. So they accepted pretty much every single 18+ game to their platform. And some publishers saw the opportunity and put the 18+ patches on Steam. If you look at the games that has a 18+ patch, you will see that either the patch or the game itself is published around the end of October 2018 and 2-3 following months. That was the "Golden Times" for VNs on Steam (at least in my opinion). After that period, they stopped accepting games with the highschool (or lower) settings or the ones that has petite girls. Because "They were in the grey area." and they outright started banning them. Games with mature looking characters were a-OK but the games that had a minor or a character that resembled a minor were a big nono. And this game has a petite girl (Murasame), so it is impossible to put the patch on Steam. Hell, we even should be grateful that they were able to put this game on Steam.
So here we are now, while high quality visual novels are getting banned left and right, thousands of those stupid hentai "puzzle games" are swarming the Steam freely. Good times...
Japanese seem to be discrimination targets for this publisher.
