My friends and I have spent the last two hours clearing this mission 4 times and perfectly securing all evidence, soft objectives, and main objectives, but every time we should have been sent back to HQ, we're missing 16/21 or 14/17 pieces of evidence. Has anyone figured a way around this? We really want to 100% the game.
