we struggled with 4 people to complete it, we found it easiest to restart till you find a good couple clusters of people and make them surrender with bean bag shot guns and have 1 person wait at each cluster of people then everyone arrests their cluster at the same time

I did by pure persistance and luck. Got a couple of big groups in the large "atreum" are and then another big group in the small hostage room that's located next to it. Then finally ran into few guys on the hallways and done. Took several hours of trying.
