If not, It probably is an incompatibility between the 'MaxEnemies' and the 'NoCrackAI'. Combining two AI mods is not a good idea. No Crack AI also has a max enemies - no traps option I believe.
The vanilla no crack mod does not increase suspects, but still I wouldn't expect them to work together. I seem to recall a suspect increase mod on Nexus that claims to be friendly with other AI mods.

You will need to rebuild any custom map world data but in terms of the game working with "fresh mods" this is how you would clean your directories.
As stated the issue is or was incompatibility with the AI Mods.
I just use
Jug's 5.0 for Suspect/Civ/ flashlight
Gunfighter for tactical SWAT decisions on SWAT AI.
Visceral Blood for realisticness.
This can cause crashes and break your save.
Solution: delete save... ;(
You may get away with just deleting the relevant file in the SaveGames folder that has your loadout saved (possibly ModData.sav), and this way you can keep your progress.
Also, my mod is probably not compatible with anything called NoTraps/suspect count as those values are in the AI file. Unless they alter them some other way...

Well, I've tried a million different options. even without mods that edit AI and other elements that you wrote about here, the game still crashed. the game crashed even with one mod for 200 slots or with one mod for cheat armor. I repeat, I did not take mods with AI or traps. and the game still crashed.
but the last tip on the topic of saving worked - I started a new game with mods for 200 slots and armor - everything works, the game does not crash.

on the other hand, I was very glad that my saved presets of equipment and weapons were preserved. It was very convenient!
