Second, the game requires restarting to apply mods, so it would be useless to do this for random lobbies because there's a good chance you wouldn't rejoin the same host (unless it auto joined you back.)
Third I would call the Gmod issue, that being servers requiring you to install a ton of mods, even if they are simple cosmetics. Mod sizes add up very fast. What happens if I have my own cosmetic set and the host tries to override it when I install? The answer would be "not all mods get sent over," but the game simply does not have a way to classify mods currently. A cosmetic is the same as a map to the game.
Yeah I had a feeling it would be way too complex to work on this late into the game. Thanks for the clarification.
