Are there any functioning mods for 1.0 that makes suspects want to live?

I`m tired of all the suspects on every map being ex navy seal currently recruited by the taliban to kill police officers. I just want regular criminals who actually want to live and do are willing to surrender.

Thanks a ton for this mod. Really saved my enjoyment of the game the deeper I got into it (tried to git gud but didn't work out). I notice there are multiple difficulty options on nexus, is there a way to adjust difficulty on the mod.io version?
