How to effectively use the VKS?
I've been using it and it feels like i have to shoot people 10 times before they surrender.

its ok
compared to the beanbag shotgun its takes some time to start working(not sure if multiple shots help), but it has a much bigger mag, better rof and a small aoe

the pepperball SMG is just a worse rifle. dont use it

Sorry I'm asking for general tips in using it, not for comparisons.
How should I be using this weapon, should I be spamming shots until the surrender?

You should use VKS only in commander mode with pacifier trait. You have two way to stun suspect with it, 4 direct hits or just shoot at the floor near legs, that will create pepper smoke and will make suspect surrender if you have pacifier trait
go slow
keep your distance
be sure to always be ready to get back into cover

just in general be mindful of the time it takes for the pepperballs to do their job

I second that. I really like the peppergun, but it requires caution and an specific approach.

I'll would emphasize the use of cover and surprising the enemy. Take cover, spot an enemy, shoot, shout for compliance and only move to another cover or when you are sure the area is clear and all suspects under the effect of pepper or surrendered.

Since peppergun has no stopping power and usually takes time to affect the enemy, you cannot breach blind spots where you could exchange fire. So make use of grenades to make sure, don't save device ammo.

HOwever, sometimes I like to take risks and trust my skill, so in this situations I use the Taser for clearing a very small room, a bathroom or a conered blidspot, such as a closet. But this is me having fun and being hero.

Yeah sometimes you have to shoot even a whole mag, and sometimes the aoe stun doesnt work at all, if you try to solo S rank one of the maps both with vks and beanbag you'll realise quickly how much better the beanbag is — it requires a good aim and positioning but you get rewarded with 100% stun that prevents them from even walking, also usually requires only 1-2 shots and couple of yells for them to surrender, generally you'll need to take a lot less ammo for beanbag than for vks. I used 4 yesterday to solo valley of the dolls and there is no way 4 would be enough if i was using vks, there were 16 suspects on the map.

There are two ways to get a surrender.

1. reduce the stun duration by 100.
A pepperball does 25 stun damage per shot.

2. lower your morale
Pepperball's demoralization is 0.05 damage per shot.
Head hit for 2 second stun
Bady hit for 1 second stun
Headshot to muzzle a target with a stun on them
for additional demoralization.
