How do you add officers to your roster?

I can't figure out how to do it, the tutorial just tells me to do it, the tooltip just tells me to do it, but when I click the empty roster slot, it just flashes and nothing happens. Selecting an officer doesn't let me add them to the team or anything. I just have no team and deploy to every mission alone.

You press TAB to pull up your tablet, and then HOLD TAB to go full screen with your tablet. Then you can move things around. :)

I've been doing that, what I am saying is it's not letting me move things around. Three of the squares are empty, and only the first one has an officers portrait in it. The last three are blank and when I click them nothing happens.

you click on the empty box that has a question mark and it lets you add officers

I had it happen to me, I sent a guy to therapy and as a result had an empty slot. I don't think you are supposed to have an empty slot. Anyways close the game and open it again the roster should fix itself.

2025 and this is still a bug, I had to reload my save to get it to fix itself. On reload it had one of my members who was in therapy occupying the slot, it was just blanked out and wouldn't let me swap.
