Gonna wait for mods to enjoy the game.
For me teammate AI's are T posing and their gun is just clipping through their torso pointing foward. They just spam yell commands to civs/suspects. Civ/enemy AI just 100% broken and they stand still...
I mean when an enemy is facing my friend, almost entirely 180 degrees away from me, and I die and see him still facing my friend while my body falls, you have issues.
Previously the meta was to yell for compliance and immediately shoot because they would barely ever surrender, super low chance of getting unauthorized. Yet their chance to immediately land a shot on you was super high so, you usually got through with no penalties.

This isn't a "learn real tactics" problem. This is a learn to cheese the stupid broken AI problem. Or better yet, a "let the devs fix the game we paid for" problem.
In what world do you live in where suspects in a SWAT raid are known for having shot through the walls at the police, much less did so accurately enough to hit anything??
That should be the sort of thing that the suspects only do if their morale is completely tanked and they go berserk, rather than something they try as though it's an effective tactic lmao.
This is stuff that AI mods had already fixed in the past.
Probably because they know the player's FPS is about to drop to 15, giving them a huge advantage.
