You are the best, thank you for not giving up! It was because "Enable Steam Input for Xbox controllers" was not checked in this settings menu. I don't know why, but the movement didn't work, I first had to reassign WASD to the left stick in the key mapping menu in the game, even though your layout is enabled. Great, thanks again for the help, so I'll be able to play it now until the developers maybe deliver official support after all.
The split team is actually a known bug with the game right now. If the below doesn't work you could try restarting the tutorial.
"- SWAT AI during the tutorial will sometimes not proceed past the split command section.
Workaround: Repeatedly using commands/scroll wheel should fix this."
Command key on controller is menu button, and scroll wheel down is bound to double tap right bumper (the one you use to change teams). Or just use your keyboard quickly.
In regards to walking forward - could your controller have stick drift? You can adjust your deadzone (the area around your controller's thumb stick that doesn't input a command until your thumbstick moves out of the deadzone) in your steam settings -> controller -> calibration and advanced settings.
I followed this exactly and I still had to keep my keyboard nearby for certain functions. I just can't with this game, too much back and forth needed. This is exactly why I demoed before I bought the game, I'm not making the purchase until it has full controller support.

Dualsense does not work, exactly. If anyone wants to make it work they must use DS4windows which is ridiculous as well but then again, the layouts from the community are not good enough
I would love controller support haha, but I'm trying to make it work. What orders can you not give to your squad?
Its impossible to complete the tutorial with controller without using the keyboard, particularly when asked to change between red team and blue team. I get that you are trying your best to make this work but honestly, devs needs to implement a proper controller support, like with Baldurs Gate 3.
It's not the most streamlined but I'm often too lazy to reach for my keyboard now, from when you open the game to exit to desktop you shouldn't need keyboard or mouse if you're so inclined.
Let me know if there is anything else you can't do.
