How can you send officers on therapy?

Button grayed out for me and almost everyone is stressed.

Open the tablet (hold tab) and swap them out with another officer

Hold TAB and click on set up for your team. There you can find some options like kick out the officer or send on therapy near the potrait. Button is grayed out for me tho

They are not stressed enough, I suppose. "Yellow" stress is still fine, wait for red

Yeah, their condition has to be red. They have to be completely stressed out for being able to send out for therapy.

They'll get out of therapy when they're ready (the circle with the number indicates how many successful missions they'll be away for).
