Do you need DLC from the start to enjoy the game fully?
Or can I purchase it later once I've done base game stuff?

I'd suggest not getting them until you're sure you like the game enough to try the DLC missions.
Also, I should mention, the DLCs are missions and some cosmetics only, all weapons and gears are available from the get go.

dlc is just new maps....it's no different than downloading a modded map off nexus mods and playing it, except in this case you're paying for it. There are some extra cosmetics thrown in, but I never liked any of them. So, DLC won't take away from your experience at all. if you like the game and want more maps to play, then you can get DLC.
you can purchase it later and play the missions if you join them, just can't host them.

I suggest buying it when you truly know your having fun and really like the game etc
the DLCs are pretty good, has both new missions and cosmetics, not more than that
you can fully enjoy the game without the DLCs but the DLCs aint bad, you can give it a try one day.
each DLC has 3 missions,
lets say home invasion, has 1 mission of junkies, 1 mission of cartel style, and 1 mission of a mansion. which all based on home invasion basically xD..
dark water has ofc.. water area maps, like yacht or oil rig
what ever suits you the best you should get first, or even both!.
have fun!
and sry for any grammer mistakes or smth, english aint my native, hehe

If playing commander mode. You won't have access to the missions until you've completed the main game. So expect for a couple of weapons. You won't get any use of the DLCs until you've done all the original missions.

you can basically go solo if you want on the multiplayer mode and get access the to DLCs missions without the need to complete each mission of the "Ready Or Not" story mode
well in multiplayer all missions are unlocked
As others have said, the DLCs are just maps and cosmetics, they don't add anything that impact the base game. Infact, as others have said, you can't play the DLCs in the main mode (commander) until completing the base game, but you can in quick play and COOP from the start.

Not at all. Just play the base game, all missions/campaign and when you want more, then the DLCs make sense, thats about it.
