The game is mostly singleplayer anyway, that being that 2 of the 3 modes are singleplayer only. Instead of playing with others, you will be leading an AI team that plays better than most random users anyway. Commander has you managing their stress and their traits/perks, practice mode is the default/'vanilla' mode, and then you could always play online with random users if you wished.
Ive heard of something called no crack for AI and what does visceral blood do?
Swat and Suspect AI Overhaul is the one I like. Or you can go on nexusmods and download some AI mods from there that are also pretty good.
Gunfighter Improvement Mod is another mod that improves the firearms and makes them a bit more realistic.
I heard astral's revamped AI is good as well, would you recommend that over no crack? I want a challenge too, of course. Unless vanilla AI is adequate enough.
Another good mod to pair with Astral is "General Quality of Life Fixes". There are some bugs as far as AI hiding spots and stuff that that fixes.
If you want to play without the bots you can host a "Multiplayer Friends Only" match and that allows you to go through the levels solo.
I would recommend this game, even if playing solo.

- they shoot civilians
- teamkilling (sometimes even at spawn, just for "fun")
So yes, it is worth to play solo (with bots or without them)
