What's the lore of the "88" guy in HQ

Down in the basement there is a guy in corections that you can kill,subdue,blow up repeatedly and he keeps respawning

Couldn't find a topic about the guy here so I wanted to ask if he's there as some easter egg or is it just for fun?

Haven't been down there but '88' is used by Neo-Nazis.
Maybe the guy symbolize hate and chaos while you are fighting for order and peace.
