Report a translation problem
I used this YT guide to help me get S rank. Just follow his route. Ignore bomb and civilians until you arrest all the suspects.

After some mild suffering, my preferred route ended up being: taking the second entrance option, going through the halls straight to the second floor, going straight through the double doors on the center of the second floor, going to the next set of double doors on the far side, sending team red to clear the lecture room, team blue to clear the library on the far side of the lecture room, then personally clearing the two rooms on the bottom of the lecture room. This hits all of the most likely spawn points. If I hadn't found all four by the time I cleared this route, the run was pretty much doomed. This might not be the ideal route, but it's the only one that worked for me (more than once, at that).
Flashbangs before every room and staircase as needed. Let the bots secure suspects.
Rushing through the level is essential. Better to take the chance you'll survive a firefight in the open than waste any time getting to the next target.
I recommend full ceramic armor and beanbag shotguns both for you and each bot, and a hefty dose of patience.
You have two minutes after spawning in before the enemy AI starts hunting for civilians to execute, so make every second count. Doing this in quickplay mode is preferable - bot traits won't make a huge difference. The moment anything happens that reduces the mission score, just restart.
Kevlar armor
One of the key benefits of Kevler armor is that it allows you to move swiftly without the burden of increased weight slowing you down. On the flip side, there are some significant drawbacks. For instance, you will definitely feel the impact of rifle bullets or shotgun slugs, which makes them more vulnerable overall. Kevlar armor is best suited for larger maps where you can take advantage of ample cover for protection.
Steel armor
Using steel armor offers a clear benefit, as the armor plates are unbreakable. On the flip side, you will experience the slowest movement compared to other types. This can lead to challenges, like struggling to find cover quickly or go for fast room entry. Nevertheless, the advantage of absorbing more shots from handguns and rifles makes it an appealing option for you if you want additional protection, though it doesn't guarantee immunity from all threats.
Ceramic armor
While steel armor provides a long lasting protective option, ceramic plates stand out for several reasons. Ceramic armor can absorb all damage until the plates themselves shatter, offering you essential protection that diminishes if you get shot more often throughout the game. The ability to move more swiftly than with steel plates, combined with effective bullet resistance, makes ceramic the superior choice for armor.
Note regarding mobility: The only difference in the mobility of the armor seems to be your acceleration. But the maximum speed is the same for all variants. <---Feel free to correct me if the statement is wrong, but I personally don't see any other difference reagarding mobility.
My tactic solo/bots:
Rapid Deployment
This approach involves moving in quickly, prioritizing the suspects and the bombs over civilian safety or reporting casualties. Dont waste your time arresting civilians.
You can start on either the first or second floor, choosing a side of the building to begin your sweep, whether that’s moving from left to right or the opposite. Clear each floor of suspects and bombs before proceeding to the next level.
The key is to balance your attention between the suspects and the bombs; don’t prioritize one over the other. Instead, address both threats as you come across them.
Otherwise you can also use the bots like this:
You can split the bots. Equip them with flashbangs and the pepper gun. Send a team of 2 into the first room, the second team of 2 into the second and then you take the third room yourself. When all 3 rooms are cleared, do the same again until the map is finished.
Note; Sometimes suspects are in close range to each other and sometimes they are reaaaaly far apart... RNG can suck sometimes. But aslong as you dont get lost you should be fine. But you have only 4 active shooters so you can move quicker as in other missions with way more enemies.
