[scopes] they feel laggy. You are better off with laser
So I don't udnerstand why do the optical scopes (4x 12x) look a bit laggy. Like they are on a different refresha rate / framerate than the game itself. Most of the times I'm much better off looking sideways and following my laser, even at long distance.
This is another thing, it's much easier to see my laser in full daylight, being pointed a a dude's head through the full postal office parking, than seeing this dude through my (any) scope.

This something that is know and is being worked on?

Don't have problems with that personally but from my experience ther are very few spots where a magnified optic makes sense anyway.

I'd recommend sticking with the unmagnified ones, they're more reliable than the laser and they shouldn't affect your performance at all (especially when you also disable "ADS Zoom" in the options).

I think the biggest problem come from the fact that you do not really have many place where 4x make sense.
I suck at using scopes, I always use holo/laser

To be fair, this isn't entirely inaccurate to real life. If you're a SWAT Team member, you likely have few uses for magnified sights but plenty of the smaller ones which can be pulled up quickly. Exceptions would be anyone acting as a marksman, overwatching from elsewhere.

Scopes IRL aren't just transparent either. They have a specific position your eyes need to be in or you aren't aligned with it properly and will just see the dark inside of the scope instead. Scopes are not for walking around and shooting but for stationary positions like crouching/prone etc.

I know this. I have been shooting for a while. You missed my point. Scopes in RoN act liek they are not glas, see-through objects, but rather additional screens, displaying footage captured by another sensor. Just like a thermal scope would.
On a technical level, that is because they are using Picture-in-picture to try to replicate the effect of a real scope, it literally is another screen. Otherwise like most games it'd be faked which makes them smoother and easier to use but unrealistic.

It's just a matter of opinion which trade-off you prefer as I have yet to see a game do it realistically and still make it smooth plus look good at the same time. One or the other.

Agreed. The Port... maybe? Aside from that, I can't even think of one other mission where anything other than a basic red dot sight would even make a bit of sense.

They do generally feel pretty impractical in most cases. I recall using it on my first lethal runs of Greased Palms, worked nicely out around the exterior loading areas but also proved pretty useful in terms of the upstairs office looking out over the distribution area. Port is also another fairly solid one but for the most part scopes seem pretty unnecessary.

It would've been interesting if that control tower on Port Hoken came earlier so you could have a nice vantage point on the cargo area beyond the warehouse instead of clearing it then possessing the tower. That said, if you keep left you can break into the warehouse without many seeing you in the rest of the cargo yard so you can get a vantage point on that tower sooner. Picked off 3 guys down there.

Coming from the right side seems ideal but you tend to aggro most of the yard. In any case, it's neat but still doesn't really incentive the use of scopes.

I have the same issue, scopes x4 and x12 feels laggy af, can't aim properly
