Unauthorised use of force?
I have been getting this whenever I shoot an armed suspect who hasn't noticed me should a suspect always have to initiate a gunfight before they become an active threat or is this just a stupid feature?

I don't know the rules inside out but, in this game, your aim is to preserve life and only take it as a last resort. SWAT's goal is to diffuse a situation, not a hit squad lol.

Meaning - This is not Rainbow 6, you can't just blow holes into suspects UNLESS they are actively threatening / shooting at you or civilians. You have to call compliance, make them surrender and tie them up.

The ROE can be a little touchy sometimes though in game.
I'm about to start preaching this in multiplayer lobbies from the back of the briefing room.

Honestly, I don't mind that in real life missions like the oil rig may not be a task for SWAT. I don't want a simple shooter. And turning this game into a Counter Strike or what ever would mess things up. So to me this is actually a nice compromise of realism and interesting maps (since in reality most of SWAT missions would be a little boring as a computer game). So perhaps complaining about missing realism is not what the game needs.

Yeah, but that's beside the point he made: His critique was that some of those type of missions wouldn't be SWAT territory.

E.g. terrorist taking an oil well with hostages would be a matter on federal level / highest executive level, and if the military branch / president ordered the go, it wouldn't be a SWAT team that is applying police-procedures.

It would be more akin to the SAS storming the london embassy in 1980, where they had very loose ROE.
SWAT doesn't respond to incidents without massively outnumbering the number of hostile shooters present, either. They show up with overwhelming force. This is not the most realistic game, because going in with 5:1 odds against a crackhead with a broken gun would be really boring.
At the end of the day, this is a game and realism takes a back seat.

If you look at the posters around the station it IS our responsibility to raid the Oil Rig

We're not working with the Coast Guard

We're working with a made up organization called COAST that covers the Californian Coast and the LSPD SWAT team helps COAST

Aka all the law enforcement agencies are ♥♥♥♥♥♥ and you gotta deal with it
