the shooting through walls happens but it's generally pretty reasonable situations. I've done it back to them successfully on 'lethal obsession' so it's a two-way street
I use SWAT and SUSPECT AI Overhaul but this one is more complex :
There's like "3 levels" of difficulty. Maps with non-criminals like, 213 park homes, gas station, etc will have super low accuracy, surrender easily, often have ♥♥♥♥ weapons etc.
Maps with "average criminals" like Mindjot, or lawmaker will make them somewhat what the current AI is, only with some being more cowardly and others being insane
High-grade criminals or corrupt FISA will hardly ever surrender and be extremely accurate and try to trap/trick you.
Terrorist will almost never, if ever, surrender but be a bit less accurate but also super aggressive and try to hunt you down occassionally.
So... Yeah, be warned. But that means you can learn to be better by playing the "low rank" maps more (the mod tells you which map is what difficulty level) and then progress.
Usually you get penalties on your score for not properly shouting at them to surrender before you kill them. Because you are police.
But with the mods, they remove that, so you can kill on sight, and then it's basically rainbow six.
Look for mods like this one:
