Hostiles killing civilians

Is it a new feature or something that hostiles are killing civilians?
I haven't played this game for like a month or so and i never had it happening before.

only Elephant Mission, they are maniac shooters trying to kill anyone in school. Other maps suspect can only hold hostage (when in that state, if you shoot him and if he does not die, he will kill hostage)

Edit: I had to repeat this mission several times, but only once it happened on this mission

It is also possible for them to take hostages and kill them if you make bad decisions, there is always the present risk that they are also hit in the crossfire.

There was definitely no crossfire, the hostiles are several hallways away, you then just hear a shot and a civilian is killed.
Again, never had it happen before, just asking if that is a new system or something like that.
