There are still obvious issues from Early Access (pistols clipping through hand, scale of objects in the environment), lack of features (no difficulty settings, no gamma setting, no server browser, removal of game modes), frustrating bugs (SWAT AI struggle following orders, suspects can sometimes become unarrestable, weapons falling through the floor - many of these bugs have been around since the game 'left' early access), tedious gameplay elements (namely having to search for that one last civilian as you move like a snail through labyrinth-esque levels).
SWAT 3 and SWAT 4 did this concept a lot better and frankly, there are games I own in Early Access that are less buggy than RoN.
The only way I'd recommend this game is if you're playing it Co-op with friends, and even then, there are plenty of better co-op games out there.
To some degree they are listening to the community. Evidently the new DLC being comprised of small maps is evidence of that. The issue tends to be execution. As mentioned above, there are issues that remain since the start of Early Access which was over 3 years ago at this point.
Patches are few and far between. We're at a rate of about 2 major updates each year which are accompanied by some bug fixes. Again, considering there are numerous bugs that remain after years, it's not exactly impressive.
I don't think RoN is a complete lost cause and it could become a very good game, but RoN's potential and it's actual execution have proven to be two vastly different things.

If SWAT AI does not follow orders , you can order "FALL IN" and then repeat the command and it usually works. Or if they take a weird path that leads into uncleared areas, you can order "HOLD - FALL IN" and try the initial command again and usually it works on the 2nd try.
Also, the bugged weapon can be found by the SWAT AI. When you cleared a map, a new command becomes available in the command menu, called "Search & Secure".
The SWAT AI then moves through the map and picks up all weapons, even the bugged ones.
As for the "last few civilians": As soon as you cleared the map of enemies, you can run through the map and spam the "shout" key. Civilians then respond by voice.
They also added that civilians run to the nearest SWAT team in a certain range, when the map is cleared. So you if you pass the room on the floor for example, they will run towards you.
So, yes, there is jank, but the game is still very much playable if you are not expecting 100% polish.
To me this isn't a little bit of jank, it's a core feature of the game and it shouldn't be this dysfunctional at this point of RoN's development. I've never had that issue in either SWAT 3 or 4.
I have yet to see “search and secure” work properly for any of my playthroughs. I’ll spam it and then maybe after a few clicks, a single officer will do it while the rest stand still. It doesn’t help that their pathfinding is still kinda broken in maps like Port Hokan so they can’t search everywhere.
Weird, it always works for me.
The only time it stopped working was when I had a mod installed.

Most people who want to make an informed decision gather more than one stranger's opinion before deciding whose response is correct. Even then, without having played, how could you make such a choice?
A: "How is the game? I've never played it."
B: "It sucks."

How about instead of acting this butthurt over my opinion you argue your point why RoN is worth the full price.

I think the game is still the most polished modern tactical shooter. Gameplay is solid and works usually. Is it perfect? certainly not. Still it´s hard to argue that the game is by any means bad.
Content is okay, mechanics work, AI isnt perfect but by all means it is still one of the best available on the market. Bc let´s be honest here, pretty much all games dont care about AI.
In my lasat playthrough i have literally not encountered a single time where the AI bugged out. Not saying it cant happen, but it certainly cant be that often
On a sale it is defeintly worth it. Full price probably too
