Consistent-ish problem with AI that bugs out in the surrender/stunned state but can never be handcuffed and cannot be walked through
Hey, I am physically incapable of beating missions with S-Ranking (or at all, because I only have non-lethal equipment on me currently) because about 1 in 3 times when I play a map there is ONE character that I throw a flashbang at that becomes permanently "stuck".

Enemies in this state go to their knees, raise* their arms and drop their weapon, but cannot be ziptied. I shoot them with pepperballs, I beat them with melee and I throw 30 more flashbangs at their heads, and I cannot ziptie them. I cannot use "Restrain" when aiming at them when pressing H either, and it's never the same guy. I could be 15 minutes into a mission and this will happen with a random dude at the very end and the only thing I can do is return to headquarters and abandon the entire mission. On top of that, I cannot walk "past" this bugged type of character, and they sometimes do this ♥♥♥♥ in hallways, so if I'm playing Ironman mode I can't even walk back to the start to exfil. There is an "equivalent" to this when it isn't an enemy AI but a civilian AI, like the third (last) part of the video that I am going to attach, where they dont even go down to the knees, they just stand there and dont do anything. Very frustrating!!!!!

Also, this is unrelated, but I beat the game on "ironman mode" and I did not get the achievement despite finishing every mission. It doesn't seem like a particularily hard task based on the description, however only relatively few people have it. Is it bugged, or is the description inaccurate?

These are just 3 instances I managed to record - this has happened "off-camera" 3-4 time as well, but then I just shot them with my lethal guns (and shooting a civ in that state does NOT make your friendly units hostile), so it didn't really matter, but in terms of getting S-Rankings this is annoying.

I've experienced the same bug more than once with suspects. I noticed that shooting them does not give penalties, but of course provides less points than taking them alive. The SWAT AI keeps yelling compliance to these bugged suspects until the end of time.

Just wondering, were you playing with Ironman mode or without?

I don't play Commander mode at all, so this happened in Quick Play.

I found the issue to be consistent when you press "s" or backwards. It cancels the animation but the AI still is stuck in a purgatory state where it assumes its being "arrested" and therefore can't be interacted with.
