There is "Search and Secure" command, which all your teammates go find all evidences and remain civilians. But If you have one incapacitated suspect who is not handcuffed, even you subdue all suspects, the command won't show, and you alone have find where the hell this suspect is lying down. Still, It would be fine if you had rescued all civilians, because the game will allow you to finish mission now (if you don't care rank S).
However, if there is one civilian left unfound + one incapacitated suspect who is not handcuffed, then you screwed up !! . You can't use Search and Secure / can't end mission, you have to run the whole map yourself. This happened to me before in Relaspe, I was so angry and almost raged quit.
