Cant Arrest Suspects

This game is a full release and they're really charging for DLC?? I cant play the second damn mission because a suspect refuses to surrender. Why on earth can you not cuff a suspect while they're standing? Is there any work around for this bug?

You live in 2010? Dlc are the norm nowadays.

Yeah ive seen the bug too, nothing to do about it just shoot them, should be a quick fix i hope

It wont stop happening. Its infuriating trying to S anything when enemies just cant be cuffed

I honestly never ran into this issue

The most I've had to do was Flash + Beanbag + Shout and even the Suicide Bombers complied

Hell found suspects easier to get to surrender after the update

one of the ways for this to happen is trying to arrest someone and an ai also tries at the same time arresting then causing both arrest not to happen
another one is possibly that the suspect was going to draw a weapon while an arrest was attempted causing the arrest to also not happen
i might be wrong but this bug always happens when anyone tries to arrest a suspect and either of above incidentally happens at the same time havent been able to find a work around other than shooting an ai dead as anything else plays animations for keeled suspects but is still considered "non compliant"

I'm not upset about the DLC. It's a fair price for several new mission each. The glitch is a bummer for sure. I just ran into it too

I literally never have an issue getting someone to surrender. use a taser after flashing

They probably bugged out since it happened to me before. No choice but to shoot them or start over if going for S rank.

Happened on 3 letter triad.
Not just that, but enemies are seemingly immune to flashbangs too. The flashbangs might make sense, but having to execute suspects because they're crawling around with their hands in the air is dumb AF.

I got through the whole game without it happening, but now I am trying out the mod missions and the most famous of them all "Lustful Remorse" has a bunch of suspects like this. its silly. they should make you able to arrest people even if they are standing as long as you get behind them.... especially if they are choking on c4 gas lol...
