Am i need to alert the enemy and let them use civillian as bodyshield?

I got mine by spawning at the sun deck, heading down the stairs from where you spawn, and captured Sahid really quickly before he could give orders to his men to kill the civilians.

So you need to capture Sahid before he give the order? That's weird I already do that and got S rank in this mission but the achivement not pop up for me

Try to do it faster. The quicker you can capture him, the better. It might be easier to bring lethals to kill his men while you apprehend him, but I did it with non-lethals so not 100% sure.

Is it bugged? I completed the level with an A - I ran lethal but completed every objective - not sure why it didn't count.

1. Spawn at the sun deck as Zaeld already said
2. Clear the first room and go downstairs
3. Clear the second room (with the crime scene)
4. Go outside and clear the big area inside

If you havent arrestes him yet, restart.
For me 90 seconds was too slow.
I also noticed that the ship alarm wasnt triggered in the run that got me the achievement, Idk if this has something to do with it.
I did mine with lethals at A (Sahid was arrestes alive though)

It won't pop up until the end because you need to also make sure a civi doesn't die throughout the entire map.

It's totally RNG, I got it by complete accident simply by rushing as fast as possible to arrest the white robed guy (he is the one giving the order which triggers the active shooter)
