Can players without Dark water DLC join host with Dark water?
If my friends don't buy Dark water but I buy, can they join my host with Dark water map?

In short: yes.

As long as the host of the lobby owns the DLC (in this case, you), your friends can join. They just won't be able to play the DLC levels on their own in single player or host the MP lobby themselves.
