How would it be abused? Also you can run in real life so no immersion will be broken, of course it would be a bad decision to run when you need to clear a room slow and smooth. But when you see a gunman heading to the direction of hostages or hearing your teammates getting shot at why not run or atleast jog. There are multiple good examples for situations where moving quickly is totally reasonable.
If you don't want your ever so cherished Immersion™ ruined, don't play with random people on the internet, full stop.
Also, the first PvP game came out in 1958. How is that mainstream?
Everyone ALREADY starts rushing in whatever direction they want as soon as a match starts. It doesn't matter how fast one can move, as it's peculiar to pub games, not movement speed.
If you want immersion, you either pre-make a playing group or somehow convince the entire lobby-full of randoms to RP, in which case everyone would already refrain from running around and doing whatever they want.

Mere running cannot shift the game's gameplay structure.
You have rules of engagement in this game - you aren't allowed to hurt civillians and suspects that aren't actively trying to put holes into you.
Mindless running won't help anyone succeed in this game score-wise. And since there are no strict game-over conditions for killing too many people unlawfully, you can just as well play this game as an action FPS by always moving at low-ready and shooting anyone on sight. That already is as immersion-breaking as it can get.

It's not in the game for a reason. If you followed the development you would know they said it won't be implemented and WHY. So , again, why ? Because it is useless in CQB CQC and BD6 style operations. You just don't do it. They want to be realistic so therefore won't put some bs like that in the game.
If some suspect or hostage takes off running you don't freaking chase them. That violates the team integrity and opens up holes for you , your team, and or the civilians to be killed. It's a slow and smooth process . Watch any video of Tier 1 boys clearing BD6. Slow is smooth, smooth is fast. Chasing people is just nonsense and wreckless.
