You can if you buy him a copy or let him use yours. If you are asking about family sharing, a quick search on the search topic space on your right will give you all the answers you seek.

u cant share games on steam if u both want to play at the same time you need to buy seperate games

The only way this will work is if you give your brother access to your Steam account while you're on holiday and you don't log in yourself during this time.
