Elephant S rank is tedium
For all the other maps, I can almost 100% guarantee a clean S run. But Elephant is pure RNG. If you get 4 suspects spawn in different corners of the map its simply impossible to get a S clear in 120s.

That just isn't fun game design, and no I don't subscribe to the ideology that 'Well in real life sometimes it just doesn't work out!', its a video game, made to be beaten, and if you play flawlessly you should win. Having a map which is purely RNG is not enjoyable.

Especially since this means you have to run the map multiple times, back to back, effectively to grind RNG rather than because you improve or get better. I am moving as fast as my character can, charging through doors and the time simply isn't enough.

At minimum it needs another 120s on the clock.

Better idea: Remove S rank from Elephant.

S rank completely undermines Active Shooter. The idea that you're suppose to meta game what is supposed to be such a random and horrific act of violence is completely silly. What made Active Shooter compelling in Early Access was the fact it was random and you couldn't meta game it, which is what it should be. Active shooter should make you question every decision and make the player feel like, that despite being the best trained people in the situation, that 'saving the day' is at best highly unlikely.

That's also a really good idea, that it could be a rank-less mission to show how horrible, unpredictable and chaotic these events are.

Also I'd say that Neon Tomb, Rust Belt, and Valley of the Dolls are so much worse when it comes to getting the S rank but that's just me.

After running the exact same route five times, Alt+F4ing each time (because otherwise I'm forced to suffer mental issues on my cops, why?) I finally got it. Its still an incredibly annoying RNG experience. Those other maps are hard, but I S'ed them all first try.

The entire game is 50-80% RNG at any given moment. You're just unhappy with the game and too worried about a silly letter/score.

Not even remotely true. Just because you have some spawn variation does not mean its unpredictable or unconquerable. No other map has this issue.

This is a specific issue with a specific map which does not give you enough time to clear it without very specific RNG, which requires you to run it multiple times to 'grind' the map combined with punishing mechanics on restarting.

It's the mission I skip when I'm going through them in single player. Cool idea, good atmosphere but it doesn't work within the limits of the team AI (that can't do anything on its own or quickly) and the scoring system.

Considering you think you can't guarantee an S every run and you think the entire game is RNG, I suspect your poor attitude is attributed to your inability to play well. Apart from Elephant, you can easily get S ranks if you play well. Maybe spend more time playing and less throwing around abuse when you get upset.
