So that is weird. I think as long as you get the next mission you can progress, no mattter if it is unresolved. Why did it unlock for me in commander mode if I have 3 missions unresolved?
Cause in Elephant I was not able to defend the civilians, they got killed, but after the missions it unlocked the next mission, so I did "passed" Elephant without a grade?? These 3 missions are unresolved and no grade.
So i don't know why it doesn't unlock for you??
okay, I understand, but why can Oscar not play it? ohh he probably did not passed a mission then, the last mission?
I had the same problem. I googled it, found this thread, but no one had a solution. I had all missions completed with a minimum score of B, and it wasn't enough. So I tried finishing them with a minimum score of A, and it worked! B is not enough. Now I can play the DLC campaign. Comfirmed on January 2025.
PRO TIP: Hire 4 cops with the ability that increases the chance of surrendering when pressing F. Most of the enemies surrender immediately; the rest can be taken out with a paralyzer.
