Report a translation problem
Every mission is the worst case possible and to me, it just makes me feel numb. Maybe that's intentional but I think having a little bit of levity would've been appreciated. There's a lack of subtly too. The Port redesign looks like a silly horror movie
Personally I feel SWAT 4 did it much better. Sure, there are some dark missions (Taronne Tenement and Fairfax come to mind), but there's also some levity in levels such as the Arcade where you have people protesting the fact your arresting them for mere gambling.
Then again I can see the other side of it and I do appreciate RoN's efforts to make a 'tactical game' that isn't just about shooting terrorists but attempts to portray the darker sides of law enforcement. If only it wasn't such a mess in other regards...
Related to what, exactly? There's a vague hint of a story, but it never truly comes together, even in commander mode. Years ago, they floated rumors on Discord about different ideas, but most never made it into the main narrative (Carcosa). Like the Mariposa Lily Organization, the ones that did feel randomly thrown in.
All the CP missions are related. The canonical order is 23 Megabytes > Mindjolt > The Spider > Voss' House. I personally think that's fine in concept.
I would agree it's very poorly communicated. The continuity is messy, the evidence room is so tedious that I can't be bothered, and it's a lot easier to ignore briefings in RoN compared to SWAT 3 and 4.
I think a lot of this also stems from VOID talking about plot elements when they really weren't ready too. It's clear the MLO concept was dropped long before v1.0, but they'd already talked about it so much beforehand. Of course, if we talk any more about the mismanagement of VOID I'd probably type out something equivalent in word count to War and Peace.
I agree with everything you said. After five years of cryptic hints and Easter eggs, I thought we'd get a grand reveal…not a discombobulated PowerPoint presentation to pass as a "story". At least a few cinematics to tie it all together. I only finished commander mode recently (and on Permadeath), just for the challenge, because playing in any specific order felt pointless.
You want something lighthearted - go play a different game, like CoD or something.

I ensure you that just about every SWAT team has been involved with some sort of 'funny' call. Real life isn't just misery misery misery. Having some levity from time to time would be realistic.
You even got a "my family is ill and I only did it because I need the money" thing right in the middle of the "campaign".
The CP thing is the meta plot through the missions, so of course it is picked up regularily, but there are as many non related missions where you just do your job (admitted, a job that's in part a bit Navy Seal like, instead of SWAT).
-CP found from a streamer that leads to a mysterious organisation of human trafficking
-Rogue agents turned terrorist or cultist
-Yemeni terrorist cell on US soil
-A Korean (or Vietnamese?) family making switches to pay moms medical bills supervised by a Latino gang member that sell those weapons on the streets and to the mentioned human trafficker
-Said Latino gang is working with a ROGUE FIA agent who works with Human traffickers.
-Instance of a school shooting,
-Server base arming their security details because some mysterious guy dressed as a cop put some of their employee in a hospital bed which those servers are also used by CP makers.
Might be missing a few missions, but overall its all connected somehow and the lore is not finished, CP could've been used as a shock factor.
