How do you make the civilian run to our spawn?

Just earlier today, I played with random player with Chinese name that letting the civilians running around without arrest them. I thought he was letting the other officers to do it but it turns out he make the civilians run to our spawn to make it easier to arrest all of them at once after finishing up all the suspect. How did he do it? Does anyone know?

You hover on surrendered civilian with opened command menu and click move to the exit option. Only problem that if you too far away from spawn, civilians wont get cuffed automatically

it's not the most reliable way of securing civilians, they sometimes run into a locked door get stuck and won't move an inch unless that door opens.

also I really would advise against using that command in public lobbies. the amount of times players start chasing the fleeing civilian and even start shooting them is astonishing.
