I agree that some penalties and such are very silly and the ROE doesn't make tons of sense, and that a lot of times the penalty comes unforgivingly soon, like the nanosecond after a gun is dropped. S-tier is, as it would suggest, the rank for exemplary performance, exclusive, better than best, that sort of thing. The notion that you'd go into a nightclub attack and beanbag all the terrorists into surrendering is ridiculous, which is why thankfully you can get a passing grade by dealing with the threat sensibly, leaving S-tier for the terminal levels of boredom that may follow.
I'm perfectly fine with taking some penalties because in my book, it's better to be generous with the pepperball launcher when we have one, than it is to have one and be stingy with it, especially when the alternative is lethal force. I do that, we get a passing grade, so I assume my guy isn't getting fired for it.
Yea I just think it would make sense if S was for RoE being followed perfectly and no civilians get hurt/killed by you or the perps. The fact that a wounded perp is worth less than one peppered/tazed is just dumb if the RoE was followed. I'm glad I'm on mission 17/18 for my S-rank playthroughs, this ♥♥♥♥ is horrible and not fun as-is; it's not that it's challenging just moreso frustrating with how "use of force" is calculated.
