2) You will have a full team (4) of AI to command, the game is built for both experiences, but the singleplayer experience has a bit more with commander mode.
SWAT AI to me makes this game unplayable. They constantly ignore orders and rush to pick up evidence or arrest people, even when the area isn't secure/you're not ready to do so.
Suspect AI lacks the nuance a game like this needs. Every suspect is willing to die for their cause, no matter who they are. I said the AI is relatively fine in the context of terrorists, but it doesn't fit drug addicts, security professionals, desperate stick up artists and a streamer who looks like he's never been in a fight in his life.
2. Aforementioned SWAT AI is a deal breaker for me. If that was to be patched, this game would be an easier recommend (although I do think there are still a lot of issues that hold RoN back that aren't AI related).
My honest recommendation would be to wait for v1.1.
Do all enemies in the game KOS or do some hesitate?
Both, the AI will start off unaware of the player and become more aware as the match goes on. Basically in the start hesitating and giving players time to deploy kit right infront of them, before moving onto shooting and giving players less time.
It mainly depends on stuff like how loud you are, shouting alerts the AI, blowing stuff up, shooting, deploying flashbangs, etc., will alert the AI. However less than lethals like the Beanbag may not set off the AI, depends on the size of the map.
You get bots if you play solo and i'd say that theyre... alright. Much better than when they were broken in the Adam update.
As for suspect AI imo its a letdown, especially if you were here for EA. You'd likely have to rely on modding to tune them to an acceptable level. As it stands, they just seem to lack intelligence. Additionally after a little bit of playing you'll be able to pick them out easily. Suspects pretty much all act the same and are quite easy to tell apart from civilians. Only in the hospital map are there terrorists dressed as "doctors"... yet when you get near them they will spout their generic terrorist voice lines...
I'd wait for a sale if you were to pick up this game. They upped the price when they went to 1.0 and that certainly wasnt warranted.
Unfortunately most maps are massive and packed with bad guys. In my experience this often leads to violence, as you are either inevitably detected by a suspect, or your officers see someone and decide to fire, pushing most other suspects over the edge. As much as I like the concept of the stress system, it only pushes suspects to one extreme. I wish would also break suspects, especially lower-tier ones.
What doesn't help is your teammates not only love to shout, but also love to mag dump suspects with most weapons.
So unless you really want to limit yourself to the most tedious playstyle possible, most suspects are going to react the one way and one way only: Die violently for their cause.
And don't even bother with singleplayer in the latter because the AI is braindead and boring without the application of many, many mods. In the end, it is just a sandbox soup of half-baked ideas and poorly executed features (terrible vanilla sounds, ancient animation quality, laughably broken scripting and the list goes on). It's a mediocre game that receives far more respect and attention than it deserves simply because of a modding scene, which has quite literally wheelchair'd the product into continual relevance, aided by content creators. Good luck having fun with that game outside of tabloid Youtube videos and esoteric Discord server gatherings of strange RPers.
That said, if those are the other two options you are considering, then you might as well pick RoN as the lesser of the three evils.
Just the fact you can give all your boys BB shotties and then also remove all their pistol ammo, effectively defunding all the lethality out of these police officers and it has no effect at all on their psyche? They don't even care when my terrible pacifist, life-preserving leadership is effectively dragging them all into a bloodbath from which they have no rational escape? And they don't even care at all? That part is weird.
That is most of the essence of what is wrong with RoN's squad AI. It's lifeless. Every single choice you make from No Armor to Heavy Armor should matter and affect the squad member's morale.
They should each have a morale stat, based on tens or even hundreds of factors, but they manage to not matter because they just don't.
The same lack of flavor permeates into the enemy AI, they are all dull and lifeless. They are basically Far Cry 1 enemies. Instead of each being unique, having a few traits, maybe a disposition, to where one guy in a map might be the M249-wielding methed-up ♥♥♥♥♥♥♥ that just opens fire at first sight, but his friend in the next room might be a coward who will just surrender if you aim at him and shout at him or if you kill or arrest junior with the M249, he just gives up. There's just a lot of missed opportunities in story or lore because all the losers you arrest are really the same chump AI with a different model and firearm. This game deserves so much more flavor. And it's sadly not there.
Attempting to S rank the first 6 or so missions with you and the boys all having lethal primaries (as you naturally would) will eventually teach you to go beanbag shotty to avoid casualties and then the game manages to reach it's final form: it gets more high stakes because you'll have to restart way more and really learn to hide your squad in a closet somewhere while you clear the maps yourself with a BB shotty like you're playing Hitman: COPS Edition and trying to Silent Assassin the map.
You play with random player, they died, they disconnect... (90%)
The Infantry Combat Overhaul is ♥♥♥♥♥♥♥ TRASH and ruined a once amazing game.
Also the game is owned by China (Tencent) so they are monetizing everything.
